Harbour Data Co exists because most Hong Kong companies do not need a fifty-person data organisation — they need three good engineers and someone who will tell them the truth about their data quality. Founded in 2015 in Quarry Bay, the consultancy builds warehouses, pipelines and reporting for retailers, insurers, property managers and clubs.
Engagements run three to nine months and are staffed by pods of three to five, always including an analytics engineer who sits with the client's business users. The firm publishes its methodology openly and refuses fixed-price work on discovery, which has cost it deals and kept it out of a lot of trouble.
There are around 110 people now, and the firm has developed a specialism in retail and membership data — customer data platforms, loyalty analytics and the unglamorous entity-resolution work underneath both. It is a consultancy, so utilisation matters, but the partners cap billable targets at a level that leaves room for internal work.
